Rochester Project Overview
The purpose of this project is to convert the two toll plazas on the Spaulding Turnpike (NH 16) – in Dover and in Rochester – to All Electronic Tolling (AET) facilities. Construction and Traffic Updates
There are no construction and traffic updates at this time.
- The road in the vicinity of the Rochester toll plaza area will be reconstructed to two lanes in each direction to accommodate AET and open road travel along the turnpike.
- The existing road width at the plazas themselves will be reduced to meet the needs of the two-lane facility.
- Pavement surfaces through the entire project area will be reconstructed.
- Existing parking lots will be removed.
- A concrete barrier will be placed in the median beginning at the south end of the project area and continue north to where the concrete barrier will meet the existing median treatment (the existing median concrete barrier in Rochester).
- The Dover plaza requires demolition of the six existing tolling lanes, five concrete barrier islands and toll booths, canopy, and all connected appurtenances.
- The toll plaza administration building and the equipment building will be demolished, and the tunnel decommissioned.
- The proposed AET gantry will support overhead electronic toll collection equipment, which will “go-live” once installed and tested. To support the transition to AET, overhead signs will be installed on the approaches to make it clear to travelers that tolls can be paid by electronic or invoicing means only.
Traffic impacts are expected over two construction seasons (see schedule below) and will include multi-phase construction operations at both sites. Nighttime operations are anticipated at both sites for operations such as paving, plaza/canopy removals, and gantry installations. General traffic control operations will consist of lane shifts, lane reductions, installation of a portable concrete barrier, attenuators, and temporary lighting.
The project will be developed as a single contract, including improvements at both locations. The projected advertising date for this project in summer of 2021.
Construction will affect traffic during 2022 and 2023.
The AET conversion will be available for travelers in summer 2022, and all construction will be completed in fall 2023 at both sites.
